The
Centre for Policy Dialogue (CPD) has put forward a proposal to appoint
ombudsman in all government offices to prevent corruption.
The suggestion came at a media briefing on ‘Bangladesh Business
Environment Study 2023: Findings from the Executive Opinion Survey’ at CPD
office in the city.
According to the survey, 67 percent of the businessman believe
that corruption was the main obstacle to operate business in 2023, 46 percent
of them find emerging dollar crisis the main obstacle while 66 percent of them
consider energy the biggest risk for next two years.
The survey was prepared based on the data from May to July of
last year with the help of World Economic Forum.
Besides this, CPD also made suggestions to set up short-term commission for some sectors like banking and stock market and announce 100-day, one-year, three-year and five-year plan of action in all government offices based on the political commitments.
All action plans should be "outcome-oriented,
time-specific, proper delegation of responsibilities and monitorable" with
the introduction of an integrated financial and transaction system combining
all kinds of financial and banking operations like Adhaar Card in India, it
said.
CPD also laid emphasis on the revision of public procurement
system both at pre-procurement and post-procurement levels. Revising the
existing e-procurement system, they suggest for a new one harmonizing with
international standards.
